Board of Commissioners Meeting

April 30, 2015

Sunapee Town Offices

PRESENT: Paul Manson, David Cain, Anthony Bergeron, Douglas Gamsby.

Also present: Holly Leonard, David Bailey, Kimberly Hallquist, New London Selectmen Janet Kidder and Peter Bianchi, Neil Cheseldine of Wright-Pierce, John Augustine-Sunapee Selectman.

The Acting Chairman called the meeting to order at 5:53 p.m.

1. New London Sunapee Joint Meeting: See Joint Meeting Minutes.

2. Forms for Signing:

March 26 , 2015 Meeting Minutes: David C. made a motion to accept the March 26, 2015 minutes as presented, seconded by Douglas G., voted unanimously in favor, so declared by the Acting Chairman.

March 2015 Sewer Purchase Journal: Anthony B. made a motion to accept the purchase journal for the sewer department, seconded by David C., voted unanimously in the affirmative, so declared by the Acting Chairman.

March Treatment Plant Upgrade Check Register: David C. made a motion to accept the register as written, seconded by Douglas G., voted unanimously in favor, so declared by the Acting Chairman.

March Perkins Pond Check Register: David C. made a motion to accept the Perkins Pond check register as written, seconded by Anthony B., voted unanimously in favor, so declared by the Acting Chairman.

1st Sewer Billing Warrant 2015: Anthony B. made a motion to accept the sewer warrant for a total of $290,128.20, seconded by David C., voted unanimously in the affirmative, so declared by the Acting Chairman.

1st Water Billing Warrant 2015: Anthony B. made a motion to accept the Water Warrant in the amount of $233,027.70, seconded by David C., voted unanimously in favor, so declared by the Acting Chairman.

3. Water Treatment Highlights:

Dave B. reported that hydrants are being flushed this week and that there were three found that either need replacing or repairing. Dave B. stated that filter 2 has been cleaned. There was some discussion regarding repairing hydrants and what kind of things go wrong with them. Dave B. reported that there have been several water mains that needed repair. A 2” line on John Avery lane had broken as well as the main on Clearwater Drive and more of the Pleasant Street line had needed to be repaired. He plans on repairing some leaks in the Post Office parking lot in Georges Mills and there is a sink hole beside the gate box at the new library that could be due to a leak but he is not sure. Dave B. reported that Jay from Granite State Rural Water had been in town on Tuesday and they

had tried to locate the leak on School Street but had found nothing. There was some discussion regarding what the issue there could be. Dave B. reported that the thrift shop is still frozen and that there is still frost in the ground. There was some discussion regarding the Harbor House Livery building.

4. Old & New Business:

Dave B. reported that he has hired a new operator and the person is working out and he seems to be a good fit for the department. He stated that he thinks he has found a temporary laborer for the summer that wants to work at the Wastewater Treatment Plant.

Dave B. reported that he has two quotes on a box van so far, one from Banks and one from Newport. Anthony B. gave him the name of Chris Pappas to speak to at Grappone Ford.

There was some discussion regarding the change order for the Perkins Pond Project that the Town Manager had signed and the CCR report for 2014.

7:30 p.m. Anthony B. made a motion to adjourn, seconded by Douglas G., voted unanimously in the affirmative, so declared by the Acting Chairman.
